SHORT-TERM PROFESSIONAL TRAINING COURSES FOR LEGAL PERSONNEL BASED ON INTERNATIONAL STANDARDS
In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated March 19, 2025, “On Measures for Organizing the Activities of the Institute for Retraining and Professional Development of Legal Personnel under the Ministry of Justice of the Republic of Uzbekistan,” short-term professional training courses for legal personnel based on international standards shall be organized on the basis of the Regulation on Short-Term Professional Training Courses for Legal Personnel Based on International Standards approved by the same resolution.
I. Purpose and Objectives of the Course
1.1. Course Purpose:
To enhance the knowledge and skills of legal personnel in accordance with international standards, to build competence in the field of international law related to investment and commercial activities, to develop legal competencies in international legal practice and modern legal technologies, and to professionally train legal personnel capable of adequately representing the interests of the Republic of Uzbekistan on the international stage.
1.2. Main Objectives of the Course:
a) Systematically improve the knowledge and skills of legal personnel in the field of international law;
b) Enhance qualifications of legal personnel in areas such as international legal systems, participation procedures in international treaties, drafting and interpreting international agreements;
c) Develop practical skills for resolving international economic, commercial, and investment disputes;
d) Teach mechanisms for applying substantive and procedural norms of international private and commercial law and international arbitration;
e) Improve skills related to drafting, analyzing, and applying international legal documents;
f) Develop expertise in advanced advocacy techniques, asset tracing and recovery, international investigations, anti-corruption legislation, and other relevant areas;
g) Enhance participants’ knowledge and skills in legal fields based on English Law, including legal precedent, common law, contract law, arbitration procedures, investment law, advocacy techniques, and alternative dispute resolution mechanisms.
II. Areas of the Short-Term Professional Training Courses
Short-term professional training courses are organized in the following main areas:
- Foundation Course
- Specialized Course
- Course on the Fundamental Principles of English Law
III. Forms and Duration of the Courses
3.1. Forms of Course Delivery:
Short-term professional training courses are delivered in the following formats:
- Traditional (in-person) format;
- Using distance learning technologies;
- Blended learning format.
3.2. Course Duration:
The duration of the courses and the hours of classroom instruction are determined by the Institute based on the specific training programs.
IV. Course Participant Contingent
The following categories of legal personnel are eligible to participate in the courses:
- Legal department staff of state bodies and institutions;
- Employees of judicial and law enforcement bodies;
- Advocates (lawyers);
- Notaries;
- Legal field faculty and professors;
- Graduates of bachelor’s and master’s degree programs in law;
- Candidates preparing to work in international organizations, foreign companies, and investment projects.
To form the course participant contingent and ensure broad access to legal education, the Institute may publicly announce admissions and enroll applicants who express interest in joining the courses.
V. Implementation Mechanisms of the Courses
5.1. Staffing:
Training sessions at the Institute will mainly be conducted by foreign lawyers and relevant international specialists under contract.
The following experts will be involved in conducting sessions:
- Leading specialists in the field of international law;
- Experts from foreign universities and international organizations;
- Specialists with experience in legal education systems of foreign countries;
- Highly qualified legal professionals with practical experience in international law.
To deliver sessions in the short-term professional training courses based on international standards, qualified lawyers and practicing professionals from globally renowned law firms such as White and Case, Foley Hoag, Sidley Austin, Vinson & Elkins, Willkie Farr & Gallagher, Eldwick Law, and Dentons will be invited.
5.2. Financing:
Short-term professional training courses are financed from the following sources:
- State budget funds;
- International grant programs and projects;
- Sponsorship funds;
- Payments made by the trainees or the organizations that send them.
VI. Expected Outcomes
The implementation of the courses is expected to result in the following outcomes:
- Legal personnel’s knowledge and skills in accordance with international standards will be improved.
- Qualified specialists in international law will be trained, capable of working effectively in areas such as international treaties, arbitration, human rights, and more.
- The international competitiveness of Uzbekistan’s legal personnel will be enhanced.
- The involvement of legal personnel in the process of harmonizing national legislation with international standards will be expanded.
- The effectiveness of legal relations with international organizations, foreign investors, and companies will be increased.
- Scientific research in the field of international law in the Republic will be promoted.
- The legal potential and image of the Republic of Uzbekistan on the international stage will be strengthened.
VII. Course Completion Results
Graduates who successfully complete the courses will receive a certificate of completion issued by the Ministry of Justice. Those who successfully complete the course may also be sent for internships abroad. As a rule, internships are organized for a period of 2 to 3 months.
