INTERNATIONAL RELATIONS OF THE CENTER

In order to raise the training-methodological and scientific practical works to the level of international standards of the Republican Continuous Legal Education Center considers it one of the main directions of its activities to establish mutually beneficial relations with law schools and continuous legal educational institutions of foreign countries and international organizations. So, for the purpose of studying the experience of judicial-legal reforms the cooperation has been established with analogues continuous legal education institutions of Russian Federation, Armenia, Bulgaria, Azerbaijan, Georgia, Ukraine, Kazakhstan and Moldova.

The employees of the Center participated in the works of the seminar held in Budapest (October 21-22, 1999) for the employees who are engaged in teaching and training of judges and judicial employees of the countries of Central and Eastern Europe, Central Asia, and Caucasus. Such a seminar for directors of these training institutions was held in Kishinyov (May, 2000). In them the questions on planning and financial provision of theses institutions were discussed.

The employees of the Centre participated in the works of international and regional forums and seminars devoted to judicial-legal reforms in the post Soviet area. Thus, among such events it is possible to name such conferences as “Expanding the rights and opportunities, provision of protection through Law and Justice”, organized by the World Bank in Sanct-Petersburg (July 8-12, 2001), “Annual meeting of representatives of Judicial Training Centers”, organized by Georgian Judicial Training Center and Institute of Constitutional and Legal Politics in Tbilisi (April 27-31), where questions on strategy of curriculum development were discussed.

It is worthy to mention the conference organized by Central and Eastern European Law Initiative in Prague on October 27-31 2003 which was beneficial. In these forums along with exchange of experiences the hand out materials on current directions of judicial-legal reforms being carried out in Uzbekistan were disseminated.

In addition, the Center has developed many years of cooperation with representative offices in Uzbekistan of such international organizations as UN, OSCE, USAID, UNICEF, UNDP, GTS, Ebbert Fund, Konrad Adinaur Fund and etc. For the purpose of raising the judicial education and improving the system of continuous legal education the Centre uses world and international experience by inviting experts from Russia, USA, Canada Holland, and Bulgaria to the meetings and rounds table with the teachers’ staff of the Centre. These experts have conducted trainings and seminars on adult teaching methods with application of leading modern pedagogical technologies (April, 2004).

In September 2004 International Seminar on the topic “Independence of Judges: International, Foreign and National Experience” was held in the Center in cooperation with Fredric Ebbert Fund and National Center of the Republic of Uzbekistan for Human Rights. Ms. Girt Doublers Gmelin, Deputy to Bundestag of Germany made a presentation on the topic: “Independence of Judges: European Experience on the Example of Germany”.

May 15-16, 2006 two day training was conducted in the Center in cooperation with UNICEF representation office in Uzbekistan on the topic: “International Standards of Juvenile Justice”. In the training David Allenios, judge of Juvenile Justice made a presentation on Juvenile Justice of France.

May 17, 2006 CLE Center in cooperation with Legal Problems Study Center conducted a scientific-practical seminar on the topic: “Actual Questions of Improving Civil Legislation in the Admittance Process of Uzbekistan into WTO”.

May 24, 26, 2006: The training was held in the Center in cooperation with the Project team “Promotion to Realization of the Agreement on Partnership and Cooperation between the Republic of Uzbekistan and EU (SIPCA), (GTS) for judges of Uzbekistan on European Civil and Commercial Law” where Bakhadir Ismailov, chair, International Law and Human Rights Department of the Centre and Mr. Claus Schmitz, executive chief of the Project made their presentations.

September 27-28, 2006: The training on the topic “International Contracts of Sale of Goods: from international, private and comparative law perspectives”. was held in the Center in cooperation with the Project team “Promotion to Realization of the Agreement on Partnership and Cooperation between the Republic of Uzbekistan and EU(SIPCA), (GTS) for judges of Uzbekistan on European Civil and Commercial Law”.

October 18, 2006: The meeting was held in the Center with professor Rolph Knipper, Bremen University, Federal Republic of Germany, Civil and Economical law expert. Professor R.Knipper participated in the work of the group for the development of Civil Code, Economical Code and Arbitration Law of the Republic of Uzbekistan. On the same day professor Knipper conducted a seminar for civil court judges on the topic “Inheritance Rights provided in the Civil Codes of Uzbekistan, Germany and Canada. Comparative analysis”.

November 7, 2006 The meeting was held between the leadership of the Centre and Mr. Hans Herring, director of the Project “Promotion to Realization of the Agreement on Partnership and Cooperation between the Republic of Uzbekistan and EU” (SIPCA), (GTS) and Mr. Claus Schmitz, executive chief of the Project on perspectives of the cooperation, possible topics and categories of participants in the future trainings of 2007.

November 2006: The presentation of books on international law was held in the Center where 63 books in three languages (English, Russian, Uzbek) on International Public Law, International Humanitarian Law were presented to the Library of the Center by OSCE representative office in Tashkent, Uzbekistan.

January 30, 2007: The presentation of books on international law was held in the Center where 31 books in three languages (English, Russian, Uzbek) on implementation of International Humanitarian Law were presented to the Library of the Center by the office of International Red Crescent Committee in Tashkent, Uzbekistan.

April 5, 2007: The training on the topic “International Commercial Arbitration” was conducted in the Center in cooperation with the Project “Promotion to Realization of the Agreement on Partnership and Cooperation between the Republic of Uzbekistan and EU (SIPCA) (GTS) for nominee-judges of economic courts and bailiffs. The Training was conducted by Peter Craft, professor of German Arbitration Institute and Sh. Asianov, director, Legal Problems Study Centre, Tashkent, Uzbekistan.
