HISTORY OF THE CENTER
The Republic’s Law Training Center was first founded in 1971 as a result of reorganization of Justice Ministries of the Soviet Union in 1970. As it is known these Ministries were terminated throughout USSR in 1954. Due to the reorganization of the Ministry of Justice of the Union in 1970 the Ministry of Justice of the Republic of Uzbekistan was established according to the Decree of the Presidium of the Subpreme Soviet of Uzbekistan SSR, dated October 1, 1970, and the function to manage district (city) and regional courts of the Republic and the task to make recommendations for election of judges in the said courts was imposed on the Ministry. The Ministry of Justice of Uzbekistan SSR issued an Instruction # 20 “On Organization of Republican Continuous Legal Eucation Courses for Justice employees”, dated January 29, 1971 to provide training for justice employees, personnel of regional courts, and court of equal standing, judges and chairs of district (city) peoples courts as well as advocates, notaries, civil status register employees, lawyers of legal entities. The duration term of these courses was two months. In April of 1973 the duration term of training courses for peoples judges, members of regional courts and advocates was reduced to one month.
Judges of other instances such as justices of the Supreme Court, leadership of regional courts had their CLE training in the CLE Institute under the Ministry of Justice of USSR in Moscow.
According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On Organizational Issues of Judicial and Justice Organs’ Activities in the Republic of Uzbekistan”, dated January 19, 1994 those CLE courses were changed into the “CLE Institute for employees of Judicial and Justice organs”.
On June 25, 1997 in accordance with the Decree of the President of the Republic of Uzbekistan “On bettering of legal education, raising the level of legal culture of the population, improvement of the training system of legal personnel, bettering of public opinion survey” it was decided to change “CLE Institute for employees of Judicial and Justice organs into “The Republic’s Law Training Center”.
